When you see your affiliates are on-line, you can use the very words I used to greet you at the top of this answer...(Hi [Firstname]! How are you today?)
If you get no response, it could be that they are shy, they don't feel confident speaking to you in English or they just don't feel confident speaking to you period. However... if you just say "Hi!" every time you see them online but don't push it any further, you'll be surprised how many eventually say "Hi!" back. Take your time getting to know them and offer to give them your Facebook page or Twitter username. Skype can scare people off because they think you'll expect them to talk to you live with video and microphone so save your Skype username for your group mail signature.
Another thing to do is to use the group mailer once or twice a week to give them useful information that you have learned that will help them to progress. Always sign it by saying something like, "if there is anything I can do to assist you, please contact me via __________"
The best advice I feel I can give you is not to be pushy (demanding). You're likely to scare them away. Be patient, Leslie. If you're sincere to them, they will come (A Kevin Costner film comes to mind lol)
