Go to where they meet.
If it is ECAs you are targeting. Have you tried your local craft market? Ask if anyone wants to market their craft items online and be seen by millions of people.
I'd imagine they would jump at the chance.
If it is PSAs, have you tried the local unemployment office. They can sign up for free and if you are willing to guide them you will benefit from their personal improvement and success. You'll be providing them with hope, a means of income, meaningful tasks to do, training in sales and marketing, and a community of other business people to be friends with and learn from.
