I believe EVERY affiliate should have some FREE advertisements somewhere; whether they are rotating banners, advertisements in Craigslist, on Google ad-words, something. FREE advertisements are necessary no matter what - so it shouldn't even be an issue - get FREE advertisement.
Should you get paid advertisement is a better question. Rule of thumb for paid advertisement - if you don't expect to make back 150% of what you spent on the advertisement, it isn't worth it. Example: if you spend $100 on advertisements - it was a good investment if your return will be at least $150. Anything below $100 return is a waste of your advertisement budget.
