I don't think it's all the matter of numbers. For example, if you have "not responsive" PSAs, it might be better to reassign them to working one PSA from the same country. They are speaking the same language and if working PSA understand what is SFI is all about, it is easier for him to explain to the others.
Further, if you have more new PSAs, I think that the bigger chance to make them into movers is to reassign them. Because, quality of work will be higher if you work with the smaller group of PSAs at the same time.
