Reassigning PSAs to a downline still retains benefits to the TL from the reassigned PSAs such as commissions and matching points. It is not like a loss. Essentially the TL is boosting prospects for the downline.
That said, considering that A TL can get as many PSAs as possible the most important consideration for keeping PSAs is earning action points from PSAs attaining and keeping EA2 status. The TL gets 100 VP per EA2 PSA. Hence at the first TL position of BTL 10 PSAs getting EA2 will maintain the BTL status for the TL assuming that the other 2000 VPs will be obtained from purchases.
BTL is max 2000 VPs from purchase and minimum 1000 VP from action points.
Therefore 10 PSAs can help maintain BTL for the TL.
Going higher to STL requires 2000 action points which can be obtaining from 20 PSAs attaining and keeping EA2. GTL requires 3000 action points which can be obtained from 30 PSAs. Finally PTL requires 4000 VPs which can be obtained from 40 PSAs.
Going by this argument since a TL can only go as high as PTL (Platinum Team Leader) only 40 PSAs are required to get 4000 VPs for the TL to maintain PTL status. The number 40 therefore becomes the critical number at which a TL may consider making reassignments and boosting his/her downline.
To answer the question: As TL you know that you have enough PSAs to start reassigning when you have the number that will sustain you as a TL by assisting you get the requisite action points for TL.
