What are the best ways to recruit good, new affiliates?

Best is relative and might require scientific research to arrive at. However given some methods in common use one could come up with what can be regarded as best of those identified. For now we can limit ourselves to methods suggested by SFI in the various trainings and tips. Here, also another assumption is that best translates to most effective.
Leading by example is very important and this includes personal income. If you have a Payoneer Master Card, if you have an income stream towards or into the $1000 or more per month, if you can demonstrate your personal account details to show growth in income over the months, you are sure to have a very effective method and one of the best.
Many serious would be new affiliates are concerned 'what is in it for you the recruiter'. What have you got not what do you expect or dream about. So if you can readily show what you have got then you have an effective recruiting tool.
To build a team initially use the SBuild cooperative initiative which allows one to target and get affiliates who by themselves are looking for home based business opportunities. Not much convincing is required here.
Also use free and paid advertising to make sales for boosting your income.
In a nutshell the best methods are: Advertise; Build initial team; Build reasonable initial income; and Get Payoneer Master Card.
All these will raise your status and help you to effectively recruit good new affiliates.

How would you convince an affiliate giving up on SFI to continue in the business?

Make it clear that SFI is not a get rich scheme but rather a mass job creator that should appeal to anyone with a passion to work with and to help people.
So if someone is looking for a job SFI is the place to be in not to leave. Actually the affiliate already has gotten a job for self. What remains is to do the work and get paid. That is what all jobs are about. Work and get paid.
But there are additional benefits working with SFI. You are your own boss. You choose the activities and the timing. You can even determine your own salary according to data provided by SFI.
Bigger still you can dream and live to see your dreams come true.
How about building your own personal business around SFI where you can buy and sell around the world 24/7?
But to see success you need some patience and a little investment during the first few months. Six months may be all the patience required.
Show the affiliate the Ultra simple 3 Step Plan for success. It works and it is feasible.

For SFI affiliates, what is the most overrated activity...and what is the most underrated activity?

An objective answer to this question requires that we understand ‘what are SFI activities’, and who is doing the rating let alone how. The activities are carried out by affiliates.
Rating of activities can be done by SFI or by affiliates. To a large extent this is through perceptions regardless of who is doing the rating. Once the activities are identified and the rating agency known then it is possible to identify the most overrated activity and the most underrated activity.
Rating by affiliates is difficult to quantify. However rating by SFI can be seen from the way VPs are awarded for the different activities. Therefore my answer to the question will be based on perceptions of rating the different activities by SFI as seen by affiliates when they complete the different activities.
The most overrated activity is purchase of 1 TC using 126 MRPs. MRPs (Member Reward Points’ are awarded for different types of activities and can only be redeemed by purchasing items from the TripleClicks store. If an affiliate accumulates 126 MRPs from any source, those MRPs can be used to purchase 1 TC. This in turn qualifies the affiliate to earn 102 VPs. No other activity beats this for earning VPs on a regular basis hence it qualifies as the most overrated activity by SFI.
The most underrated activity is participating in Ask SC whether by submitting a question, answering a question or rating submitted answers. There are no guaranteed VPs for submitting or answering a question. Only 1 VP is awarded for rating 10 answers which are often lengthy hence qualifying this activity to be the most underrated by SFI.

As a new Team Leader, how do you know when you have enough PSA's to reassign to your downline?

Reassigning PSAs to a downline still retains benefits to the TL from the reassigned PSAs such as commissions and matching points. It is not like a loss. Essentially the TL is boosting prospects for the downline.
That said, considering that A TL can get as many PSAs as possible the most important consideration for keeping PSAs is earning action points from PSAs attaining and keeping EA2 status. The TL gets 100 VP per EA2 PSA. Hence at the first TL position of BTL 10 PSAs getting EA2 will maintain the BTL status for the TL assuming that the other 2000 VPs will be obtained from purchases.
BTL is max 2000 VPs from purchase and minimum 1000 VP from action points.
Therefore 10 PSAs can help maintain BTL for the TL.
Going higher to STL requires 2000 action points which can be obtaining from 20 PSAs attaining and keeping EA2. GTL requires 3000 action points which can be obtained from 30 PSAs. Finally PTL requires 4000 VPs which can be obtained from 40 PSAs.
Going by this argument since a TL can only go as high as PTL (Platinum Team Leader) only 40 PSAs are required to get 4000 VPs for the TL to maintain PTL status. The number 40 therefore becomes the critical number at which a TL may consider making reassignments and boosting his/her downline.
To answer the question: As TL you know that you have enough PSAs to start reassigning when you have the number that will sustain you as a TL by assisting you get the requisite action points for TL.

What's more important--the initial contact with a prospect or the follow-up, and why?

It is not possible to have a follow-up without an initial contact with a prospect. Therefore it goes without saying that the initial contact is more important when compared to a follow-up meeting.
That said, it is implicit that both are important, indeed very important for prospects. That is why there is talk about 'more important' in the question.
The initial contact has a lot of influence in determining whether it is even possible to have a follow-up. A prospect not well handled on initial contact can lose interest, turn hostile or even do an outright shut off.
Therefore the main reason why the initial contact with a prospect is more important than the follow up is that it is only the initial contact that makes the follow-up possible. Follow-up is step 2 and initial contact is step 1.

How do you make SFI not be overwhelming for yourself and team members?

Overwhelming can become like a burden. It can create an atmosphere of no real profit. It can also become a time consumer translating into time not well spent. It can frustrate some members and can lead to loss of interest. So tackling it in a manageable manner is important.
First and foremost learn the rules of success and understand them.
Identify the different revenue streams available and choose what is appropriate, feasible and manageable.
Make use of the training and marketing tools to help you into success.
Revise your goals and adjust if necessary.
Give yourself a realistic timeline in pursuit of goals.
Be focussed and aim high.
Have fun and enjoy yourself by participating in various activities like games and auctions.
Build a good business team. Earn as many VersaPoints as possible to take up and consolidate team leadership position.
As clearly as possible teach your team members to have a similar understanding and to replicate these steps faithfully. Lead by example.
Success will be yours and you will overcome 'SFI not to be overwhelming for self and team members.'
