I will first say that I thought long and hard before answering this question. There are several reasons and the first is that the initial answers started getting quite controversial.
So in my opinion, I hate to say this as I love what SFI has done for us but I would say that ASK SC is an overrated activity. While yes it gets us engaged because it has 1 VP attached to it, I am not convinced that the tedium of going through and voting on 10 answers is worth the 1 VP. I have reviewed my active teams VP Ledgers and see that most are not even going through this tedium. The other reason is that I do not think it is right to expect new members to rate answers when they haven't learned enough yet to know if the answer is correct or not. They could end up trying to follow through on something that is incorrect information and I have seen some incorrect answers here.
As you asked for both over and underrated activities I have not felt that any activities are underrated. SFI is fashioned in a way for each individual to adapt to their own comfort, abilities and interests. I feel that all information and activities related to gaining the information are presented in equal fashion for this purpose.
