I almost didn't want to answer this question but i have to, simply because i was in a similar situation some days ago with an ECA i have referred.
Back to your question "How do you help a new ECA you've referred to start faster, get his/her products listed, and stay active?"
You have done the most part of the job by referring an ECA which i think is the most difficult thing. So what do you now do after confirming that he has done all the proper registration? I will use my own experience as a guide to advise you here.
You have to guide him by encouraging him to read all about the ECA program of SFI. He/She should read the ''frequently asked questions'' of the program. Let him understand as much as possible what he/she stands to gain by quickly listing his/her product and remaining active. Luckily, you are an ECA yourself as i can see from your badge. In my case i had to download all the materials i could find on SFI concerning ECA including the Frequently Asked Questions, FAQ and i sent it to him. You can do the same thing in your own case too.
Another thing you could do to help him stay active after listing his product is to be his first customer. Buy any one of his products if you can afford to and let him see an income from his efforts. This will be a ''win win'' situation for you because you will be encouraging him as well as get your Versa Points for the product you bought from him! This is indeed an ingenious way to make him stay active.
After that, you can now help him to advertize his store by letting your down-lines know about your new ECA by way of stream post or just by mail. This might also encourage your other affiliates to register to become ECA's. I am sure that by the time he begins to make his first dollars by selling products, he will be and stay active.
Another way you can make him/her list his product faster and remain active is to let him see your own store as an ECA. Let him have a feel of what an E-Commerce Associate store looks like on TripleClicks. What i did in my situation was to give a link of my own ECA stores to my new ECA. He did ask me how much i have made so far and i gave him a range without being exact how much i make monthly.
