I think there are several benefits, so I'll go through them one at a time:
1) It shows your upline cares about you, and is interested in your success. This is especially evident if your upline tells you why they have reassigned the affiliates, perhaps because they come from the same country as you, and you share a common language and cultural background, so you may be able to reach out to them more effectively. Or perhaps because your upline can see you've been working hard and wants to reward your efforts by helping you to build your team.
2) It gives you a chance to practice your communication and team leadership skills. By sending regular team mails to your new PSAs, you can experiment with different styles of message, and hopefully find a style that they will respond to.
3) You can earn 30VP a week/120VP a month from sending team mail to your new PSAa. This might seem like a minor thing, but could mean the difference between qualifying for EA by the end of the month, or not.
4) Your efforts may bring results, and your new PSAs may become active and successful.
The important thing to remember is, everyone joins SFI wanting to make money. It's very unlikely that has changed for your inactive PSAs. As long as you have them in your team, you have the chance to tap into that desire and show them how SFI can make it happen for them.
