While you should focus your attention on the movers in your group, you should maintain communication with everyone through your weekly group messages. This helps you stay in contact with everyone without having to spend too much energy on people who are not responding for some reason.
I think the important part to remember is that everybody experiences "dry" seasons where they are not as active as they should be. The people who are not responding may not be ready to get moving yet or they may be overwhelmed to the point where they don't know how to proceed. Don't assume that inactivity equals losing interest because even those who decided to put SFI on the shelf may end up coming back to give it another try. I am an example of that kind of person.
A couple of years ago, I got frustrated and gave up. I deleted my account and decided to move on. However, after a cooling off period, I decided to try it again and the people at SFI reinstated my account. This time around, I am definitely more active and the results have been great! So don't give up on anybody because you just never know who your next leader will be.
