To my best opinion, the businesses to send ECA postcards to are those that sell products and services that SFI/Tripleclicks permit. Hence, first and foremost to have an idea of what businesses you can send the ECA postcards to, you should use your ECA gateway(e.g www.tripleclicks.com/x/ECA, where x=your tripleclicks ID#) as if you want to register as an ECA and then go to the section where you will find those products and services that SFI/Tripleclicks permit and those that SFI/Tripleclicks do not permit.
