The possible reasons may be:

The financial constrains coupled with the fear of investing on unknown venture
Their own doubt about their ability to communicate with others which they may feel is essential to succeed in SFI,
They feel that they may have to spend more time on the activities in SFI which they cannot afford, due to various reasons.
They just do not know how to start and go about in SFI.
Therefore we should first reach out to them through whatever way that is available to us and attempt to briefly explain how SFI is real and alley their fears on the above points and guide them to get started with simple actions.
Tell them about the rewards, awards, daily drawings, every hour winnings for which we all are. eligible to enjoy.
This may encourage them to respond and express their doubt on any particular issue which we can explain in detail so that they gain confidence in the system and start.
If we see the spark, it is the time for us to keep it burning into flame by our constant guidance, encouragement and rewards appropriately.
Leading them to the links on great tips and ‘experience posts’ from our peers will induce a lots of inspiration, interest and motivation in them to become active and ultimately turn them into Quality affiliates.
But never give up on the other affiliates who were left out in the process of ‘Sifting’. Continue sending them your team and other weekly mails. There are always chances that they may shift themselves into the Quality lot.
