First of all we should get connected with that store and leave a small message for the store owner and let him / her know that I am from the same city and I am interested to buy some products from his/her store ,as it will reduce my shipping cost considerably .
I hope ,this action alone will work wonders and the ECA Store owner will surely be encouraged to list few products immediately ,as the owner is getting a customer immediately .
Go to their ECA TConnect page and use the "Contact Us" and/or "Submit Suggestion" link to send them a message. You should also "CONNECT" with them to help them build their rankings.
Let them know that you are local to them and you would be interested in purchasing a product or service from them since they are local, rather than going elsewhere.

Try to show the success of others who do business with the ECA, and I believe they will understand all the benefits offered to them.Will believe in success only if they somehow prove it. And of course, do not give up easily. I think that in this business, the only problem giving up. So go ahead. Good Luck.
Well, I do not think to exist an encouragement for this. You should only remind them from time to time to post their products and that otherwise they do not have how to determine sales. Tell them that you will help them if they have questions and if they make a mistake, they can be helped by the TripleClicks support section too. Remind them that sales here are advantageous because the members are interested not only to sell YOUR products-event when they get commissions, but to purchase also, because they get VersaPoints for qualification.

Well basically what can be done at our end will be to connect to them and perhaps chat with them to encourage them to list their first items and ask whether they face difficulties as I remembered encountering some difficulty myself and was struggling with listing it as well as doing up the description and all and I guess once you have gone thru several listings everything comes much easier therefore I will share with them and offer to help those who need some help listing it

You may even consider this phase as their first trial as ECA-s, or pass exam if you like that better.
Task: to complete all formalities and create this very list of products, even if it will contain one item only. Can they cope with that? No? How can I expect them to cope with the sales then? I cannot hold their hand all life long.

You have to show them the benefits of ECA. Tell them to list the product with less value first.
If they have Digital Product then tell them to list those. Since, Digital Product doesn't require any shipping. They can easily send the products to the customer free of shipping.
You should find the data about how many ECAs are at TripleClicks and how many exactly are from your country. Then, search to find some comments about the possibilities of selling products and what the owners od ECAs and customers tell about these. Give them some time to think about it,explain them that it is free, that many people purchase from this store, that new products are listed every day.You may send them a gift certificate if they are already members so they will search a little around the listed products and see which ones are from their country.
