The answer to this question would depend on factors that aren't given. How did you meet the prospect, why are they even talking or communicating with you, where did you meet them, what have you talked about with them, how well do you know your prospect?

Initial contact starts the event,prospect identification keeps alive your motivation and follow up accelerates the implementation process. Therefore it is difficult to say which step is the best,rather every step must be taken up with sincerity and devotion to achieve the goal.
I believe the initial contact is more important as without initial contact, you cannot follow-up. Once you have made the initial contact, follow up is a matter of building upon the initial contact.
