The only way that you can reach them directly is through team emails. I set up contests that include them. Contests that encourage them to not only achieve and maintain EA status, but also recruit others to do the same. Everyone likes to win PSA assignments and they have nothing to lose by entering your contests. You earn VP for reassignments, they are encouraged to work harder for the team. It's a win-win!
When you send out your team emails be sure to "sell" your contest and encourage them to sign up. If you provide quality leadership and contests for them, they may just reach out to you via email. They have your information to do so.

Work on those things that you have control over. Build strong leaders, then they will build strong leaders. If you have affiliates that are strong leaders then they will take care of their immediate downline the way you take care of yours.
You know what they are doing because You can see with Your Genealogy what VP they are generating. However, You will have to communicate with them through the PSA who sponsored them. Here's Your opportunity to develop Your PSA's duplication skills.
First, it's a good idea to check your Genealogy Report. This includes the VersaPoints affiliates have accumulated for the month and previously, if they are not new affiliates. When you have that information, then write a Team letter to them at least once per week, letting them know what you are doing, encouraging affiliates to log in each day and to use all the tools provided by SFI to help them in their business. You might want to highlight a particular tool, like the Co-Op Manager or the Stream posts. Next, you encourage affiliates using the Team post and, where possible, the Forum. And last, but not least, be there to answer questions individually that affiliates have and encourage them individually. This also includes congratulating them for milestones reached. For example, when they reach EA or a Team Leader level or win something or reach the top 300 or maybe the top 10 in their country or class. Provide incentives for reaching levels or goals, like T-Credits, Co-Op affiliates, affiliate reassignments, or other incentives. Don't forget to encourage your affiliates to contact and help affiliates below them. This covers affiliates below your seventh level of your genealogy, where you're not able to reach at all.

I ever did, if he is still a country with me, my first one I tried looking for information phone number that can be reached, either through sms or speak directly. But if he is in another country, I tried to get her email address and I add in my email. Once the email is stored and we can communicate with each other, it could send a message that I was there to help him what to do by giving tutorials.
And if he could direct online chat, and reportedly gave guidance on how to do the work at SFI.
