May be, but it is not absolutely necessary.
Its is a good idea. But not the best.
The good idea is only in the following case:
* If the assigned member starts performing well under the new mentor in view of language or national proximity
I transferred one member from US who was very active but had a habit of cross solicitation to others including me (his upline). I warned him that its not permitted in SFI, still he continued. So I re-assigned him to one of my best downline from US. Now that assigned person is no more in SFI. He left of his own or has been removed is still not known to me.
* The best idea is to allot a non-performing member to another performing member from his /her country. May be he/she would be able to motivate him/her better than you. You should never undermine the capabilities of your down line.
In my opinion, you should re-assign members to your best PSAs/CSAs irrespective of the countries they belong to. May be they are more capable than you in communication. They may have better tools than you like Skype, Facebook, Twitter, Linkedin and the like to trace them and interact with them in much better way. As it is rightly said, “Communication is the KEY to success”
