If they have only a few minutes a day they can do their daily task and then focus on printing off some of the offline marketing flyers or maybe create 1-2 new online ads before their time is up.
Adding 1 ad a day will start slow but after a year they will potentially have 365 ads generating traffic to their gateways. The more they are offline the more they will need to use aids like TripleClicks Gift Cards, SFI X-Cards, and ECA Brochures and face to face contact.
A Smart Phone is a nice device to help when they can afford one, so are Internet Cafes, but by and large you can often find computers available at a local library and sometimes through schools and colleges as well. Another great place here in the US to access a computer to perform daily functions is a local Small Business Administration office.
The best goal though is to get a device and Internet access as soon as possible but where there is a will you can always find a way to move forward.

First and foremost SFI is an internet marketing business. Don't just recruit people for increasing your numbers.
Yes you do have to assist but not to go all out. Every Affiliate joins to develop his or her own business. Helping someone does not mean to take charge of all his or her responsibilities.
Tell them to go and do their daily To-Do-List for that limited access that they have to computers, then issue pamphlets, advertise in local newspapers, door to door visits, tell people about their businesses at functions, through telephones and emails. They must utilize all the available tools of marketing that are available to them.
If they use smartphones or tablets they can easily have access to internet.

Help them to concentrate on offline actions to build their business such as face to face contacts, friends, family, neighbours, local businesses as ECAs. They can also use physical marketing aids such as flyers and postcards. If they have a car they can enroll in the Wave3 program.
The other thing that can really help them is to encourage/teach them to be really organised offline so that their limited online time can be maximised. For example using spreadsheets, databases, word processors etc.
