I must agree it's sad when you see some of your PSAs or CSAs have 0 points and are inactive for a long period.
First,I must ask you:when you send e-mails,does it cost you something?No,it's free.Well,when it's say free,and when you're already sending emails to other members,why not to do it with all of them?Ofcourse,you should choose appropriate subjects whom to write what.
On the other hand,it is sure demotivating when you put effort in composing e-mails and then see that there's no expected result - they still remain inactive.Then it looks like you're just wasting your time and energy into them.The sad fact is that here are some members that just come to see what's this all about and leave after that,never to return again.And you'll need "superhuman" abilities to make them understand SFI.
So,make a balance between those.
For the inactive ones - write them regular e-mails in the beginning,see if it will work.If it doesn't work,then better leave them,and put your energy into those who seriously want to work here (work with workers).Don't "bomb" them with your e-mails,because it looks like when someone is pulling your arm to enter into some store you don't want to enter into.
However,don't forget them totally.From time to time (say,once a month or so) write them e-mail.See if the situation have changed.Maybe they changed their minds about great opportunities here.Write them about accomplishments you achieved here.For example,"I won auction for iPad for just 10 dollars" or "Today I received money order/check from SFI with a ... dollars on it", or something like that.
Hopefully,they'll become active after a while,and you'll have new leaders in your team ;)
