I have noticed one or two good answers to your question. They basically rephrase and expand the SFI definition and requirements for reaching the rank, then go on to explain how you can score the 4000 actions points needed.
However there is more to it than the definition and the actions.
To be a true Platinum Team Leader, the most important condition is to have the vision and develop the leadership skills necessary to build a team, motivate the members and help them maintain their team leader ranks: that is sponsoring and duplication.

A VIP title of recognition (commonly referred to as a PTL) for an affiliate with 6,000 or more VersaPoints (VP) for the month (1,500 min/2,000 max from sales/purchases). A PTL must also maintain his/her Leadership Page (more details http://newsold.sfimg.com/index.php?entry=entry110705-114157) and a minimum 3-star sponsor rating (not applicable if TLs have less than 5 ratings) from PSAs.
II. Sponsoring and Duplication is the Path to PTL
The path to score the minimum 4000 action points is also very clear: your VP Ledger and your to-do-list give you the details on how to earn actions points. The most effective way is through sponsoring and duplication. However, it is not the easiest.
We all know what we earn by sponsoring each rank to team leadership
Executive Affiliate 2 (EA2): 100 VP
Bronze Team Leader (BTL): 150 VP
Silver Team Leader (STL): 200 VP
Gold Team Leader (GTL): 250 VP
Platinum Team Leader (PTL): 300 VP
Basically, if you were to sponsor four (4) STLs and 10 PTLs, with your standing order and your daily actions points, in addition to 500 VP from auctions, you would be a PTL, yourself.
You also can combine any of the other ways to earn actions points with sponsoring.
However, sponsoring is critical for reaching and maintaining PTL.
This is where the vision and true leadership come in.
III. Maintaining PTL through Vision and True Leadership.
True SFI success is not merely the rank of PTL. It is the fact of building a strong and as large as possible a team of other successful SFI Team Leader. These are sponsoring and duplication.
They are the expression of true leadership: motivating people, helping them achieve success against all difficulties, challenges and other odds.
When you build such a large team of other team leaders, your success as PTL will yield a large monthly income as well as make it seamless for you to maintain your rank as a PTL.
