I always advise advertising in your country. The reason for this is simple. You know the mentality of the people, and sometimes the language is a key factor.
When you have a strong team in your country then you can start to advertise in other countries. Then explore their culture and way of thinking. You must know the psychology of people that would be a good leader.
Why do you have to make a choice? In my opinion you should target both, because it is not about what someone is, "retired"or "homemakers", but about the person's character and situation: ambitious, frame of mind, financial status,computer literate etc. etc
Give both retired people and homemakers their well deserved chance to become part of Your Team!
In my personal opinion none is better than the other because there is always a chance that from home makers and retired seniors you may get sign ups or not. Both can either have free time on their hands and some may not have anytime at all. Some may be in bad financial situations and therefore cannot afford to buy a computer or have access to Internet.
So when you advertise I think that you should target both.

Everyone have a place in SFI. Why would you want to limit yourself by excluding anyone from your marketing efforts? Everyone should be targeted but just differently. You must choose the wording for a specific ad carefully. If you want to attract a lot of students, use language they understand and highlight what they could gain specifically from this business.
You can place ads for each and every different demographic group in the same publication, whether it be on- or off-line and that way make sure you reach all demographics with your ads and therefore assure more signups.
