The best way that I have found is to encourage them to do the best that they can with what they have. Tell them to make sure that they login every day to complete all of the actions that give them free VP. Let them know that they can advertise for free through various venues such as social networking, blogs, emails, etc... I even print flyers from the marketing section and send them out in every piece of outgoing mail that I send.
I personally encourage people to join Wave3 for only $1.95 as this gives them the chance to "Pick the Price" on Pricebenders auctions and to win cash prizes. They can use their free TCredits from Wave3 to Bid on auctions or list items for sale and they earn VP from using their TCredits, they also earn VP from making sales.
It may be slow going at first but every month that they get at least 1500 VP they get new CSA's assigned to them and as long as they keep earning at least 1500 VP they keep building their downline. As their downline becomes more active they earn more commission which they can then use to make purchases if they wish.
I also run contests and encourage my downline to participate. A typical contest goes something like this:
The first 10 people to gain at least 1500 VP for the month will receive an award of 10 free TCredits.
You can vary what prizes you give but you get the idea. This encourages my team to work harder toward success.
Most of all communicate at least a few times a week and always remind them that your are there to help them in any way that you can.
