Even though you may have a large budget, use a small amount of money or FREE advertising and TRACK the results from two or more sources. If they are not effective you may have to repeat the process until you get the best.
What is important is that you get results. If you track and don't get desired results at least you didn't spend a lot, if any.
After setting up a budget gather some information on the advertising company, this could include testimonials from others or number of satisfied customers, policy, guarantees etc.
