I think that because so many of the sign-ups are only exploring opportunities rather than joining with a ready-to-go mentality, we perceive this means that they are not interested in communicating.
For those that DO take interest, and log-in, there are other potential obstacles to communication such as schedule, level of seriousness, language, level of feeling independent, etc..
When you send your Team mail, or even E-Cards, include questions that invite a response. Ask them about their family, outside jobs, hobbies, etc.. People like to talk about themselves. Let the exchange be friendly and start to build a relationship. For many, it's just a trust factor.
