Maybe we should first try to figure out why they do that. I will give you my best ideas on that. Whether I am right or wrong..... who knows?
They are searching the internet for ways to make a quick buck - SFI looks like a good way - especially now that they see they get a sign-up bonus. As soon as they sign up they see they have to actually work to earn money and the sign-up bonus is not going to be paid out to them in cash right there and then. Because they are not looking for work just for easy money - they loose interest immediately.
Some sign up and because English is not their 1st language they look at all the information, feel overwhelmed and think they will never understand all of it and they just give up.
It is also possible that they are just curios to see what it is all about and sign up to have a look - no intention to stay.
Their circumstances might change and they just do not have the time or even the means to carry on working.
Keeping these things in mind - do your best but do not set yourself up for disappointment. Keep on sending them your weekly newsletters but do not give them gift certificates. It is possible they will come back, use the gift certificate and then stay away again.
Rather spend your efforts, time and money (if you can afford it) on your movers - they need you and your support more and frankly - they deserve it more.
