Purchasing website traffic (assuming you are purchasing through a site that drives LEGITIMATE traffic and not one of those "let's inflate the numbers so your page appears more popular" sites) can, in fact, drive more traffic to your page. Will it result in more sales/sign-ups? Absolutely no guarantee.
For that reason, why not investigate methods of driving traffic to your site/page that are entirely free?
Assuming again that you have already created a website or blog and an online signature that you will use EVERYWHERE, it's time to get to work. Visit forums that relate to your website/blog. Engage yourself both in online conversations and in building a "presence" by sharing your knowledge. Do leave your signature everywhere. Promote yourself on Instagram, Linkedin, Twitter, Tumblr, Facebook.
Be diligent. You are working a method that will drive people already sharing a common interest DIRECTLY to your site. The more actively you are promoting yourself, the easier it is for your search engine to recognize your presence and drive traffic right to you.
Now, getting free traffic you know already has an interest in what you're offering surely beats paying for random traffic, yes?
Hope this helps.
