The short answer is yes.
The longer version is yes, as long as it is good quality traffic you are buying. The hard part is determining which sites deliver good traffic. What you should be looking for is quality sign ups (people who genuinely want to build a business, and are willing to invest some time and/or money to do it), rather than quantity.
Read the promotional material offered by the site you are thinking of buying from carefully. If the volume on offer is too high, or if they are paying people to see your ad, or it sounds too good to be true, I would suggest you walk away.
For example, buying clicks in a Pay-to-Click (PTC) site will generate traffic, but most of those seeing your ad will only be interested in the penny or two they earn for clicking on your ad, not on the oportunity. And even if they decide the opportunity is appealing, it will probably be the word 'Free' that attracts them.
Similarly, traffic from a 'Paid To Sign Up' site will attract people who sign up with no intention of building a business. They just want to get paid for signing up.
Also, buying credits in a Traffic Exchange can be pretty fruitless, unless you use the credits for banner or text ads rather than having your site 'surfed'. Surfers will be looking at the timer rather than your ad. And like PTC ads, even if they decide the opportunity is appealing, it will probably be the word 'Free' that attracts them.
But if your ad will be promoted in places where there are genuine opportunity seekers rather than bulk clickers, it may be worth a small trial investment. Just be sure to track your results!
