Rather than send out a welcome letter, I would quickly send out an e-card as soon as I get the notification of the reassignment. The 'I'm Excited' cards are my favourite at the moment I would would recommend them. Be excited that you have another PSA on your team and let your words on the card convey this excitement.
You can also briefly tell them the reason why you are his new sponsor especially if they have been in SFI for a while - greet them in their preferred language if you speak the same and if that is why they have been reassigned - if its because you are in the same region/country/continent use that as well.
If they are brand new to SFI, the reassignment should not matter too much to them.
Let them know that not only are you excited to have them on your team but you are also going to do your very best to help them grow their businesses. They can expect further messages from you to help them and also if they have any questions, queries or whatever all they have to do is contact you and you will help.
Make them feel that you consider yourself very fortunate to have them on your team, you are pleased and excited and that you are here for them. If you do this well I am sure that any feeling of being 'bounced around' would just simply evaporate.
