A new Designated Diamond is not a new SFI affiliate, nor your new PSA, and not lower than your first generation. It is your PSA who has shown himself to be worthy of an invitation to the DD program. Worthy of your attention, time, training, and relationship.
(I hope that you are not so eager to send out invitations that you send them to everyone in your genealogy. Be patience but deligent, your team will grow and those worthy of invitations will show themselves. SFI isn't going to end in 5 years and hopefully you will not either.)
So I do not think a welcome letter is the right thing to send. You welcomed them once. You have encouraged them and began a relationship. At this stage they don't want review. A congratulations for taking the next step would be appropriate. Then a discourse on what will be expected from each of you, using SFI's DD guidelines from the News Alerts, some goal setting, and some encouragement should fill out the short letter to the new DD.
