What would be a good welcome letter for REASSIGNED PSAs? As their new sponsor, I don't want them to think they're being bounced around.

You are right to be concerned about this. It is possible that they would feel unwanted if they are re-assigned.

When I re-assign my PSA's I send them a message to tell them that I re-assigned them and the reason why - I re-assign according to language in the hope that they will become active if they can communicate in their own language.

I also send a message to the new sponsor to inform them about their new PSA's and also that they should try to communicate with that person
