Well the first thing you yourself must be active, leading by example is one of the best ways to
get your team to be active.

Continue to encourage your team no matter what.

Help your team the best way you can at all times.

Rewarding your team for being active can also help them to continue doing so.

Setup a co-op and include those that are taking the actions you deem productive to their growth.
