It is not clear from your question whether you are asking about investing funds in getting PSAs or investing in them when they are already in your team. I will address both issues in order to clear any doubts.
When you want to build a team (PSAs and CSAs), you invest both time and funds to get them. This could be through your own advertising or through buying from say PSAs to go. If you do not have enough funds to get them, then it is a good idea to focus on free advertising and also apply offline marketing techniques such as the distribution of flyers or face-to-face encounters.
When PSAs or CSAs are already in your team, it is more important to invest your time rather than funds in them. By this I mean you should find time to communicate with them, as it is the only way you can transfer or duplicate your ideas to them. I think it is not necessary to invest more funds in them at this stage.
Your role as a sponsor does not mean you have to buy affiliates for them or generally do their work. The more time you spend corresponding with them the more you will know what help they need and a good relationship with them will promote team bondage and help your PSAs to stay active.
