Local bulletin boards, club, and networking events are all great places to publicize your business because they provide a much more direct ability to physically reach people--a physical card often times stays with a person far longer than an online message. Aside from those, there are also independent newspapers and magazines, which can be great places to reach local people looking for opportunities. The biggest advantage here is the ability to target a given market, based on the type of periodical in which you advertise.
The best thing about advertising offline is that it separates you from the deluge of online advertising--you tend to have your audience's attention more to yourself as a result. It's definitely worth considering.
