This question is a good one and it really depends on how they are doing. If you PSAs/CSAs need your help then help them. As far as providing gift certificates, I see them as a tool to motivate, encourage, and support my team. There are some who feel differently and that's okay but remember everyone you help along the way adds value to your team. Instead of just granting gift certificates place stipulations of merit on them. Let your affiliates know that you are willing to meet them half way. You can't fund their business but if they are will to do what is needed then your help is earned, deserved, and appreciated.
However, I agree that we should not create 'crippled' affiliates. Encourage them to use the tools and resources available to achieve milestones and badges. Everyone achieves a greater sense of worth for something they have done. Soon as they understand this they will aim to achieve this for themselves without you telling them.
So if an affiliates needs assistance I say help them as best as you can. That affiliate could very well become your next DTL!
