I would say after your second month as an Executive Affiliate(EA).
During the first two months you may want to concentrate on acquiring knowledge and developing good business building habits. Habits that you can pass on to those affiliates through duplication.
You can invest your time in learning about duplication, being a good sponsor and marketing.
You can spend some time acquiring knowledge by reading and applying what is written in:
- Rules of Success
- The Launchpad
- Becoming an awesome sponsor
Once you have acquired that knowledge you are ready to make long-term investments like buying PSA's.
In the meantime, if you win PSA's, you can practice what you already know. If you encounter a problem seek the help of your Sponsor or Co-sponsor. You can invest money to maintain your EA status.
