The word "pursue" makes me think of a high energy mad chase. This I do not advise at all. You need to devote your energy to those who are active.
As for giving up on your inactive PSAs or CSAs, I advise never giving up on them for as long as they are members at SFI.
Never giving up on them doesn't mean you have to chase after them night and day, though.
If your initial efforts at getting your PSAs and CSAs active do not yield any results, you shouldn't feel bad about sending a group team mail to them only once a week. While this takes minimal effort (allowing you plenty of time over to concentrate on your movers), you're at least not giving up on them.
