How long should I pursue inactive PSAs/CSAs with emails, e-cards, etc. before giving up on them?

I work with the workers. Those who log in and are striving to succeed deserve and get the biggest portion of my attention.

Those who drop off my Movers List, would still receive regular emails and encouraging notes from me. How long I keep this up really depend on the team members, their circumstance and what they communicate to me.

The ones that I would call 'Inactive PSAs/CSAs' are those that signed on and never logged on again and also those who were previously active
