As long as it takes! seriously though I wouldn't give up on anyone you never know when they may decide to become active and they may even turn out to be your best team members.
Some people just take longer to get started than others or maybe want to go it alone for a while.Just be patient, continue to include them in your team mail let them know you are there to offer any help or advise but dont overload them with emails and E cards, that could turn out to be counter productive, and then just get on with what you are doing.Lead by example if they see you are doing well then hopefully that will spur them on to make the effort too.
