As to inactive PSA's , they are just that...inactive. So if You are willing to " wait them out " till
They become active, which may take a few months to a few years, just keep sending Your regular weekly Team newsletters to everyone.
But if it seems a bother to have inactive PSA's and they are not from Your country, You might possibly reassign them to some other worker PSA that You have Who are in the country that the
Inactive is from.
As a rule of thumb, I would suggest not to try to contact inactives directly.
