I recommend that first try get them to finish the 30 days training which will help them have a clear idea of how this business works and what it's about.
After they have completed their 30 days training , this means that they are motivated because most of my PSAs never start nor completes the 30 days training although I've explained the importance.
Assign them a few PSAs of their own to give them the sense of responsibility which will help them to put what they've learnt in action and get the hang of sending out weekly emails to their team members, being an example for their team members by login in and doing their daily tasks e.c.t
Remember to always keep your team motivated by giving special rewards , contests e.c.t , and in the end once they finally get at least one/two active member on their team they will be very motivated on their own and now you can concentrate on the newer team members but never forgetting them.
