I think giving T-Credits or cash to new PSAs/CSAs is not a good idea, simply because they don't even know what they are (TCs) and they don't know the system well enough to be able to utilize the cash well. In my experience it takes a while for one to understand just the basic systems in SFI. Besides you don't know whether the new PSAs/CSAs are going to be active- you don't know them. It would be better to wait until you can determine who is worth investing in to get your return on investment (ROI).
