The first thing to look at is your genealogy that is eligible for the exchange by using the filters.
I would look at those who have not logged in, in the past 90 days, then consider are these people from a country where a language barrier would prevent your personal email communications having an impact. If you answered yes for both of these reasons then I would recommend you put those CSAs into the exchange.
If you have a lot of CSAs you can look at those that have not logged in in 60 days and 30 days as well and consider putting them in the exchange if the country indicates a possible language barrier.
If the CSAs are from your country and language is not an issue, then I recommend looking at weather they respond to email. Try emailing them individually with questions that you would like an answer to, such as "What goals are you trying to reach this month? How can I help you reach this goal? Do you understand how SFI works and how to best earn VP?" At this point if I do not receive a response to an email then the following month I would put those CSAs in the exchange with the hope that they find a successful match, with the consideration that there is still the possibility of language being an issue because people move from other countries..
The best part is that the exchange can match affiliates to their home countries and help match up people that can speak the same language. Google translate is a good tool but it doesn't take the culture and slang and other little details into consideration. Those errors can range from hilarious to down right offensive.
