This hope stems from the idea that people with the same nationality, language, culture and practices tend to interact with each other easily in online activities. They understand each other and so it would be easier for a co-sponsor from the same country to help his/her countrymen under his/her team. Presumably, those inactive CSAs of yours may become active if they are assigned to co-sponsors from their own country. Yes, they should be put in the CSA exchange.
On the other hand, for those CSAs of yours who have already qualified as Executive Affiliates are deemed "workers". You just need to continue supporting them and helping them maintain the highest level of motivation to succeed in their SFI businesses. With these CSAs, I should say No, do not put them in the CSA exchange because they are there to help build up your SFI business.
