People relate more to people that are like them - that's a fact. When you can communicate the same way as your prospects i.e. use the same jargon etc... you've then built an instant connection with your prospects (CSAs).
The truth of the matter is that if you can't build trust and credibility with your prospects, they won't trust your judgment or take your recommendations. One way to be on the road of good faith is to understand them and where they come from. That happens if you understand their culture and customs.
So, if you have CSAs that you think would be better served from someone in their own country/culture or if you have trouble relating to other cultures/countries, then maybe it may be in your best interest and the best interest of that CSA if you put them in the exchange.
