In my opinion, you should only exchange CSAs that are inactive, because there is no harm done with that. It is basically like a big lottery, sometimes you get a nice prize and sometimes you just get what you pay for.
Also, due to the large percentage of inactive CSA almost everyone will be exchanging them but, CSAs are more likely to become active when they have a Co-sponsor that can effectively explain to them the system and teach them how to make an income using all the tools that SFI provides in a language they can understand fully, not a language that they are barely learning.
Language barriers are most often the problem between full commitment and just a quick sign up and forget it. It would be hard for any one of us to use SFI if we weren't able to fully comprehend everything in our lessons and even the basics. I can tell you that I had to reread everything about half a dozen times to finally start doing anything. All in all, I think its a pretty fair gamble. You basically are helping yourself and your new CSAs in earning an income.
