The first question I would have is, "What business strategy are you using?" That can determine where to best spend your TCredits. If you're just placing member listings as opposed to running an ECA store, for example, spending them to place member listings is the most obvious option. You can also use them to win Pricebenders auctions, and then sell the products you win, whether as your own listing or on another site, if you're interested in that. At least some of my TCredits tend to go to my movers and my new PSAs and CSAs in order to keep the lines of communications more open and friendly.
I don't think there's one "most valuable thing," however--mixed use provides the best strategy.
