Start by not looking at them as lazy and unmotivated. You might be right about some of them. They might be looking for a quick buck and as soon as they realized that is not what SFI is about they lost interest.
I am sure not all inactive affiliates are lazy and unmotivated. There are so many reasons they might be not working and I feel that giving them the benefit of the doubt gives you a better chance of motivating them. Deciding by yourself that they are lazy and unmotivated is a sure way of loosing them.
Once you used all avenues to motivate them (like cards, letters and inviting them to tell you if they have a problem) and you get no reaction, there is nothing more you can do - then let it go. BUT before you do - stay positive about them.
