This really requires two answers, because 'lazy' and 'demotivated' are completely different states of mind.
If your affiliate is lazy, you will find yourself working harder and harder to keep them moving forward. The more help you offer, the more they will expect of you, and when you stop giving it, they will stop moving forward. The short answer is, don't bother. Forget them, and focus your efforts where they will bear fruit.
If they are just demotivated, then they may be worth saving, if you can find the right button to press to get them going.
To find out if your affiliate is lazy, or just demotivated, try this.
Make an initial offer to help, and if they accept it, fulfill your offer, but leave it up to them to make the next step on their own, before offering to help them again. If they are lazy, chances are they will never take that second step. If they do, then there is hope.
At the same time, continuously plant seeds of positivity by sending them motivational and inspirational messages. If the problem is lack of motivation, eventually one of those seeds will take root and your affiliate will blossom. If they are just lazy, nothing will happen.
Hope this helps
