You can do both. In fact, you should do both. But since your question asks which one is more beneficial, I would say referring ECAs would be more beneficial to you.
Why? Because each sale you make you will get income. But with 24 hours in a day and only 1 you, can you really cope even if you get orders everyday for the next year?
Referring ECAs sort of distribute the load a bit. You still get income (10% of CV), but if you sign up 10 ECAs and each of those ECAs make 1 sale everyday for the next year, It's like 10 times you doing it by yourself. So imagine if you sign up 20, 30 or 50 ECAs. You might decide to shut down your own ECA in the end. Maybe.
