"Lazy and unmotivated" is a matter of degree. There is a level where virtually nothing can be done--take, for example, the case of someone who won't even return an e-mail that you send to him or her. Someone so completely inactive and unresponsive cannot be helped. As for the rest, there is always a way to do it, and at the start, the answer is in eliciting a response and learning what each particular unmotivated affiliate needs. If you can give a person what he or she needs in return for the action required from him or her, they will find the motivation to work. It's really that simple.
