When communicating with PSAs from other countries, first check do they speak English.
If they understand slightly, try to use simpler words and sentences while communicating, otherwise if they do not speak English at all the easiest but not the best option is Google Translate.
Google translate will provide translated sentence but, most of the time, those sentences will be grammatically incorrect and can be confusing to PSA.
It would be very useful if You have another PSA or friend from same country that speaks English language so he or she could translate for You. So far this method has proven as the best for me.
